Under a bright urban sky, aim for the Moon, bright constellations and sky-and-city compositions. More exposure can brighten the unwanted background as well as the subject.
The quickest improvement may be moving ten feet into a lamp's shadow. That will not remove the city's skyglow, but it can keep direct light off your camera and make a composition usable. Treat nearby glare and the overall brightness of the sky as two different problems.

Make a three-frame comparison
Secure the phone and use the main 1x camera. Photograph the same composition with the automatic Night mode choice, a shorter capture, and the longest capture available. Do not change your position between them.
Compare the saved stars and background at the same enlargement. If the longest version mostly produces a brighter gray sky, it is not the winner. If the shorter version loses almost all the stars, use the middle result as your starting point. These comparisons teach you more about that location than a universal ISO recommendation.
The standard Camera app chooses much of the capture process. For its basic controls, use Apple's iPhone camera guide. A third-party manual app is a separate workflow, not a way to force all Night mode behavior into a single shutter setting.
Remove direct glare before editing
Clean the lens, move a streetlamp outside the frame and try a position where its light does not strike the camera. Check for reflections from protective lens covers or dirty glass. Never balance a phone on an unsafe ledge just to escape a lamp.
Avoid shooting through a closed window. Glass adds reflections and can leave you fighting room lights instead of learning the sky. If you cannot get outside, make the limitations part of your expectations and choose a simpler scene.
For the same reason, a rooftop is not automatically better. Heat sources, vibration, access rules and bright neighboring lights can outweigh a higher viewpoint.
Edit color, then inspect the faint stars
Save a copy, reduce a strong color cast gently and compare the faintest recognizable stars before and after noise reduction. Do not push the sky to pure black merely to hide noise. A smooth background that removes real stars is not extra detail.
If the Moon and street need very different exposures, choose which subject matters. A composite can solve an artistic problem, but label it appropriately rather than describing it as one natural exposure.
Do filters or a new phone solve city light?
Do not start with a clip-on light-pollution filter. Its fit, transmission and response to your local lighting may not match the promise, and it cannot remove every source of sky brightness. First test a darker direction, a moonless window and a more suitable target.
